A specialist in higher education and comparative politics in the developing world, Fred Hayward earned a doctorate in Politics at Princeton in 1968 for his research on political organizations in West Africa. Following a 24 year career at the University of Wisconsin (1967-1991), where he became Dean of International Studies and Programs, Hayward has worked as a Senior Associate to the American Council on Education, a consultant to the World Bank, and since 2009, as a Senior Higher Education Consultant with UMass Amherst. Having worked in fifteen countries with ministries, universities, and NGOs, his scholarship runs the gamut from African politics to higher education in Afghanistan.



The papers document some of Fred Hayward's activities, centered in Africa and Afghanistan. The bulk of the collection stems from his workin Sierra Leone during the 1960s through 1980s, in Ethiopia (2003), and it includes noteworthy material on a World Bank-funded project to support strategic planning for six Afghan Universities as well as a feasability study on private section involvement in Afghan higher education.

Background on Fred. M. Hayward

Fred M. Hayward was a renowned higher education consultant who spent a large amount of his career focusing on higher education within the developing world. Hayward received his Bachelor's degree from the University of California Riverside in Political Science and Government. While attending the university he also served as president of the student body. Following his undergraduate degree, Hayward went on to pursue his Doctorate in Politics from Princeton University, and completed his degree in 1968.

After concluding his formal education, Hayward began a twenty-four year career at the University of Wisconsin Madison as a professor. During his time at the university, Hayward also served as the Dean of International Studies and Programs, the Associate Dean of Social Science, and the Chair of Political Science. In 1991, Hayward left the University of Wisconsin and became a Senior Associate at the American Council on Education (ACE), in Washington D.C. His career at ACE spanned ten years, and centered on international higher education. In addition, Hayward worked on a project regarding South Africa and Historically Black Universities. When Hayward's career at ACE commenced, he briefly served as the Executive Vice President of the Council for Higher Education Accreditation from 2001-2002. Hayward then began his career as a consultant for the World Bank. First he served as a consultant from February 2003 until October 2006. During this time he worked as a higher education consultant throughout various countries in Africa and Asia, such was Afghanistan, Bangladesh, Malawi, Pakistan, Gambia, and Ghana. During his time working as a higher education consultant he also was an advisor to the Minister of Education.

Finally, in 2009 Hayward found his way to the University of Massachusetts Amherst, and took on the job of Senior Higher Education Consultant. He worked alongside the Minister of Higher Education on the University Support and Workforce Development Project in Kabul, Afghanistan.

Scope of collection

This small but focused collection, spanning 4 boxes, contains interviews, essays, financial documents, booklets, and photographs documenting Fred M. Hayward's work and scholarship in international politics and higher education. The collection came with indexes and an organization bestowed upon it by Hayward, and the collection remains organized according to his preference. Materials span from primarily 1960-2006. The papers are grouped by country, the largest documenting Hayward's work in Sierra Leone. The collection additionally includes noteworthy material on a World Bank-funded project to support strategic planning for six Afghan Universities as well as a feasibility study on private section involvement in Afghan higher education. As a whole, the contents present an in-depth look into the work Hayward did in strengthening the higher education policy and programs within nations such as Afghanistan, Bangladesh, Ethiopia, Gambia, Malawi, Madagascar, and Sierra Leone.
